CMAQ and STBG Programs

About CMAQ
The Congestion Mitigation and Air Quality Improvement Program (CMAQ), is a federal-aid highway program that provides funds for transportation projects or programs that will contribute to meeting the requirements of the Clean Air Act. CMAQ funds generally cannot be used for projects that result in the construction of new capacity for single-occupancy vehicles. You can learn more about the federal CMAQ funding program here.
About STBG
The Surface Transportation Block Grant Program (STBG) is the most flexible type of federal transportation funding and can be used for a wide range of transportation projects, planning, and programs. You can learn more about the federal STBG funding program here.
Call for Projects for Fiscal Years 2028-2029
The FY28-29 call for projects will run from September 20th through November 18th 2022. Applications are due November 18th 2022.
Letters of Support/Board of Supervisors approval are due by the end of November as Board calendars permit.

Application and Project Selection Process
The FAMPO documents, CMAQ Project Selection Process and STBG Project Selection Process detail the application process as well as the methodology used to select and prioritize projects for CMAQ and STBG funding. The documents are available here (CMAQ or STBG) and were approved on January 24, 2022.
Current CMAQ and STBG Allocations
This spreadsheet lists all projects in the FAMPO area that have been allocated CMAQ and STBG funding for fiscal years 2023 through 2028. This was approved by the FAMPO Policy Committee on May 16, 2022 for consideration in the draft VDOT Six-Year Improvement Program. The chart refers to STBG funds by the former acronym, RSTP.
